Conditions of natural gas supply

The supply of natural gas is carried out in accordance with the contract, under which the supplier undertakes to supply the consumer with good quality and quantity of natural gas in order, the contract, and the consumer undertakes to pay for the cost of natural gas in the amount, term and order stipulated by the contract

The quality and other physicochemical characteristics of natural gas are determined in accordance with the established ones standards and regulations.

Natural gas is supplied at freely priced prices between the supplier and by the consumer, except as provided by the Law of Ukraine“About the natural gas market”

Consumer Rights and Responsibilities

Consumer Rights:

  • production of natural gas in the volumes determined by the contract of natural gas supply, for conditions of observance of its conditions;
  • for concurrent concluding of several contracts for the supply of natural gas, if its annual volume of natural gas consumption exceeds 30 million cubic meters. meters;
  • for free information on the supplier's gas prices and payment order;
  • independently suspend (restrict) the selection of natural gas for its own needs in compliance with the requirements of the current legislation, which must be notified in writing to all natural gas market entities with which the relevant contracts have been concluded;
  • to demand renewal of natural gas supply in due course after elimination of violations and compensation for payment for shutdown and connection services, if the termination of gas supply occurred without termination of the natural gas supply contract;
  • other rights stipulated in the Natural Gas Supply Regulations and applicable law.

Consumer Responsibilities:

  • comply with the requirements of these Rules;
  • to ensure the discipline of natural gas selection (consumption) in the volumes and on the terms stipulated by the contracts;
  • timely and fully pay for the supplied natural gas under the terms specified in the contracts;
  • carry out a set of measures aimed at preventing the threat of life or injury, damage to equipment and products, negative environmental consequences, etc. in case of receiving a notice on termination (restriction) of supply (distribution / transportation) of natural gas;
  • ensure that vendor representatives are allowed to present service certificates on their premises to verify actual gas consumption;
  • independently limit (stop) natural gas consumption in cases of:
    • violation of terms of payment under the contract for natural gas supply; lack or insufficiency of the confirmed volume of natural gas allocated to the consumer;
    • overrun of the daily rate and / or monthly confirmed volume of natural gas without approval of the supplier;
    • the absence of a contract for the supply of natural gas;
    • other cases provided in the Natural Gas Supply Regulations and applicable law.

Rights and obligations of the Supplier

Vendor rights:

  • conclude a natural gas supply contract with any consumer and in the absence of overdue consumer debt for natural gas to the existing supplier to supply natural gas to the consumer in the period following the natural gas supply period to the existing supplier;
  • to receive from the consumer timely payment for natural gas in accordance with the terms of the contract;
  • to have unobstructed access (upon presentation of a business certificate) to commercial natural gas metering units installed at consumer gas facilities to verify actual gas consumption data;
  • for complete and reliable information from the contracted consumer on the modes of consumption of natural gas;
  • to initiate the procedure of suspension (restriction) of natural gas supply to the consumer in accordance with the terms of the natural gas supply contract and in accordance with the requirements of these Rules;
  • other cases provided in the Natural Gas Supply Regulations and applicable law.

Vendor responsibilities:

  • comply with the requirements of these Rules;
  • to ensure the supply of natural gas on the terms and to the extent specified in the contract for the supply of natural gas, subject to compliance by the consumer with the discipline of natural gas selection and calculations for it;
  • to provide all necessary documents for confirmation by the GTS Operator of the required volume of natural gas to the consumer, provided that the consumer has fulfilled his obligations to the supplier, to order the required volume of natural gas to the consumer;
  • Consider, in due course, consumer requests for activities related to the supply of natural gas;
  • timely provide the consumer with reliable information, including those stipulated by the Law of Ukraine "On peculiarities of access to information in the areas of electricity, natural gas, heat supply, centralized hot water supply, centralized drinking water supply and sewage", as well as actual charges (volume and cost) for gas services to enable the consumer to regulate his own consumption of natural gas. Measures to provide information to the consumer shall be provided for in the natural gas supply contract. No additional costs for providing consumer information are paid;
  • inform the consumer in a timely manner if the supplier is in the process of liquidation or bankruptcy, or the supplier is under the procedure of suspension / revocation of the license for natural gas supply, or its license for carrying out natural gas supply activities is canceled or its operation is suspended and no natural resource is available gas;
  • provide a final invoice (invoice) to the consumer after the change of supplier or termination of the natural gas supply contract not later than six weeks after such change or termination of the contract;
  • fulfill the other responsibilities provided in Natural gas supply rules and applicable law.

Regulations:

For consumers:
